How do I get started selling body oils and shea er body creams as a home based business?

I've been on some websites that sell body oils and shea er wholesale and they are advertising for a small fee you can start your own body oil business. However, they do not say what that fee is and there is very limited information on the site. Can I get a license to sell the oils from my state, buy the oils wholesale and sale them from my home? And will that be legal to do if I'm buy them from a wholesaler?
